The Payroll Manager supervises and participates in the processing of all college payrolls, both semi-monthly and bi-weekly. The Manager oversees the preparation, filing and deposit federal, state and local payroll taxes and also the IRS and NYS quarterly and annual reports and tax forms, including 941's, W-2's (all prepared and filed by the College's third party administrator) and 1042s. The Manager of Payroll oversees the functionality of our Kronos timekeeping system and is assists with periodic accounting functions, including journal entries and time entry processes, and is responsible for general use and maintenance of all Payroll functions within the Banner ERP System. This position reports to the Director of Payroll at Montefiore Medical Center and supervises three payroll employees.


  • Understand and manage all payroll cycles and deadlines to ensure accurate and timely processing of information and delivery of pay. Manage the workflow for bi-weekly and semi-monthly payroll, liaise with Human Resources and Finance staff to ensure timely and accurate execution of the various payroll cycles including time and attendance integration, retroactive pay processes, approval of direct deposit transmission, integration with general ledger, reconciliation and payment of taxes and remittance of garnishments and other deductions (e.g., union dues);
  • Interpret and maintain compliance with federal, state and local tax laws and regulations as well as pay-related international treaties. Interpret and apply internal policies and the provisions of several collective bargaining agreements as they relate to payroll. Oversee and apply special tax processes including but not limited to tuition taxation, vehicle and housing allowances.  Oversee W-2 and 1042 process implementation and production.
  • Coordinate benefits information with Human Resources to ensure correct processing through Payroll and transmission to third party providers.
  • Develop, maintain, and monitor policies and procedures in connection with the operation of the College's Payroll processes. Ensure that proper internal controls and review procedures are in place for all payment transactions including check payments and direct deposit. Ensure all payments comply with federal, state and local regulations.
  • Provide regular updates to information contained in the Payroll section of the Einstein website.
  • Manage staff who receive, analyze and input payroll data.
  • Ensure that the appropriate training is provided to end-users regarding payroll processing and time entry; Will be required to cross train staff to ensure operational readiness.
  • Maintain Payroll calendar and other payroll related tables in College's Banner system. Set up new coding as needed. Coordinate with HR and Finance when necessary.
  • Participate in meetings with Human Resources and MIT Banner team. Lead testing of Payroll functions for upgrades to system. Assist with maintenance and continued improvement of the Banner system. Provide regular updates to information contained in the Payroll section of the Einstein website.
  • Respond to various requests related to periodic audits such as retirement, workers compensation and year-end audits. Provide assistance in the year-end closing process, ensuring proper deadlines are met, and audit schedules are complete.

Bachelor's degree in Accounting or related field with a minimum of five years of experience with payroll work and three years of experience managing staff required.

Experience in higher education or other non-profit setting preferred.

Payroll Professional Certification is preferred.

Skills and Competencies 

Must be detail and deadline oriented, have strong follow-up skills, be able to work well under pressure, and have excellent customer service skills.

Must have experience with the taxation of employees on visas working in the US and experience working with ADP.

Must have the ability to use analysis to resolve complex issues, work effectively with senior-level staff, and manage and lead staff to excellent performance.

Excellent oral and written communication skills and strong organization and time management skills necessary.

Excellent knowledge of administrative and PC computer applications, including the Microsoft suite (e.g. Word, Excel, etc.).

Knowledge of Banner or similar database is a plus.

Ability to interact effectively with others and maintain a professional and courteous demeanor during stressful situations. Ability to effectively manage deadlines and multiple competing priorities.

Administers payroll for over 2,000 employees with an annual payroll of $170 million.
